hi i bought unlocked samsung omnia and after i put in my 3 network sim card phone asking foe pin number and there is a padlock above sim icon ? is that mean phone is still locked ?

If phone is 'unlocked,' it should be open to work on other networks, the SIM pin is specific to your card...
Ask the seller if they put a specific number lock on the handset itself. If you input it incorrectly too many times, it may freeze you out of the handset altogether, so do enquire with the seller.
However, there are a number of phones which, despite being unlocked to all networks, fail to work on 3 unfortunately. Hopefully this isn't the case with yours. Do you have a lock on your SIM card?

i do think thats a handsets internal set up .i try few simcards in it

DEFINITELY. Hopefully, they didn't sell it to you as they were unable to unlock it themselves...
Please try and contact the seller and get the phone lock code directly from them.
Failing that, the Omnia has got a hard reset function, which may allow you to wipe the entire handset clean and start again, hopefully getting round the pesky keycode! The link to it is below...

Really? The hard reset didn't work? Darn, really thought that would be the one that fixed it. Give it another go, this is definitely a popular way to unlock the Samsung Omnia!
But since that seller hasn't gotten back to you...it seems they knew what was wrong.
